Next turn on the engine and recheck the voltage. Too much voltage from alternator. To differentiate an alternator problem from the battery you will need to use a voltmeter to check for voltage.
If the alternator is putting out too much voltage 15 volts it is likely your battery acid will boil over out of the battery. Basically the voltage regulator controls field current through the rotor inside the alternator in order to control alternator output. Sounds more to me like they just didnt want to deal with it.
I purchased a 1999 RAV4 about 15 years ago for my college student. Wirring not messed with. The regulator can fail but so is the bearings and brushes etc.
